KEY AIMS AND OBJECTIVES
To positively promote the independent long term care sector.
For the past 13 years, we have produced the Leicestershire Care
Homes Directory (now Directory of Care Providers) in association with
the Leicester Mercury. The directory is distributed to 70% of
households in the region and is given out by social workers to people
looking for care and support in Leicestershire, Leicester City and
Rutland. We believe that this has successfully increased the public
awareness of the independent long term care sector.
To assist homeowners in the understanding and interpretation of the legislation governing private care homes.
EMCARE have developed a valuable resource through our Intranet web
site. Through this, members have instant access to information and
sample documentation. Details of suppliers recommended by other members
are also listed.
Membership of EMCARE currently includes free affiliate membership to
the ECCA (English Community Care Association) which ensures that
members get up to date information on key developments in social care
policy and legislation and as a local association, it gives us the
ability to feedback to government. This has proved to be
invaluable as the care home regulations have been amended and national
contracts have been developed.
A structured costing tool is available to assist members in calculating
their costs of care. As well as providing the business with a better
understanding of the true costs, it may also be helpful in negotiating
fees with commissioners in the future.
To promote and enable the training and awareness of staff.
We work closely with local authorities to develop areas that can
support providers. Examples of this include the highly successful
LSCDG (Leicestershire Social Care Development Group) which provides
many training courses free of charge, the DALE Project which has now
been rolled out in to mainstream services, and the development of the
DoLs (Deprivation of Liberty Safeguards) management
team
To promote high standards of care.
As all members of the executive are care home providers, we are able
to understand the needs of members and our residents, and translate our
knowledge into practical guidance. Some of this has been
published in Codes of Good Practice booklets which are available free
of charge on the member pages of our website.
We have produced a comprehensive Quality Management System which is
available at cost price to members, which helps you to constantly
improve your service.
To consult with key agencies on behalf of the private sector in order to promote even handedness in the provision of care across all sectors.
The interests of our members are represented at local authority and
central government by elected officers who are all care providers.
These representatives attend various panels, forums and consultation
groups with local Social Service Departments, CQC, Skills for Care, the
Strategic Health Authority and the PCT’s. We work with
statutory bodies to develop local policy and strategy but will also
challenge them when the sector is being treated unfairly.
Our Key campaign over the past year has been to negotiate a fair price
for care with councils and PCT’s, as we know that without this,
nothing else is possible.
To support members in times of difficulty.
All providers have difficulty at some time or another. EMCARE
can provide confidential advice to providers in managing complaints,
contract compliance and safeguarding.
While we can’t offer professional legal opinion or a commitment
to attend meetings for individual homes, we can offer confidential and
practical advice. We also have links with professional agencies
such as Accountants, Care Home Consults, and specialist solicitors who
have a successful record in supporting our members.
Networking
In order to assist communication with members we have an Intranet web site. Through this, members have instant access to information and sample documentation. Details of suppliers recommended by other members are also listed.
Members will have access to the results of our discussions with Social Services and if necessary respond through the sites bulletin board when making a point to the larger membership or if preferred have access to the East Midlands CARE office by e-mail.

Cost of membership
The support that members receive is funded from the fees, work by the officers is provided on a voluntary bases. Yearly fees for 2011 are £285.00 for one home and £25.00 for each subsequent home providing all correspondence is only sent to one address. If you require all information to be sent to all addresses the cost of membership will be the full rate.
